Onra (posted by Wux a page or two back) is French, though mostly instrumental.
I recommend you search (either legally or illegally, you'rs choice) for DJ Cam's legendary album Mad Blunted Jazz. It's instrumental as well, but he's French.

Also, a mix (with vocals/rapping in French). I have no idea why the mediafire metadata says it was uploaded from Malaysia though. Stigma is an old French hip-hop magazine/blog that isn't around anymore.
