obconf: depends on libgtk-3-0

If you want to keep your system free of GTK3, be sure not to pull 'obconf' from the experimental tree (anyways, soon it will go into sid and you get extra GTK3 bloat for free)
Time to write a TUI tool for it. Really sad to see how they rape even comparably light WMs with GUI tools that don't really do much.
Pro tip: if not already installed, get yourself lxappearance-obconf, it's GTK2 (but depends on lxappearance)
