Don't dist-upgrade, as this affects gcc and parts of the base system. Be patient until the transition is over. Might take a week or so.

Edit:
The transition is over, please run "sudo apt update" before dist-upgrading and check that removed packages are replaced with newer versions.

Had to at least pretend, was curious what it would say; No real winter storms, so this will doCalculating upgrade... Error!

The perl transition seems over.
perl-modules will be replaced by perl-modules-5.22. Perl 5.20 will be replaced by perl 5.22.
Regardless assure that your packages are in sync with the Debian mirrors.
Edit: As of now no other package is going to be removed on my side.

Yes, looks good now. The ftp.cn.debian.org server is apparently broken, the release file was something like 30MB big (probably bigger, I ctrl-c it after a while), but the main US server is in sync. A really huge upgrade here on my side, 405 MB...

Yes, it was quite a big upgrade, a ton of perl packages of course. Autoremove though looks really bad. :) So be aware of it.
